Otto Wayne Fulmer II Obituary

Otto Wayne Fulmer, II, 75, of Steubenville passed away on April 8, 2020 following a brief illness with his loving wife, Judy, by his side.  He was born in Columbus, Ohio on September 5, 1944. Preceded in death by the late Otto Wayne Fulmer, Sr. (father) and Violet Earlene Fulmer (mother) and infant sister, Barbara Ann Fulmer; survived by sister, Dolores (Jack) Dorminey.  Wayne is survived by his wife of 53 years, Judy; his four children; Stephanie (Pete) Carpico, Otto (Betty) Fulmer III, David (Amber) Fulmer, Jennifer (Donnie) Burks; and ten grandchildren – Elisabeth, Ian, Anthony, Kendal, Bella, Lily, Chloe, Maya, Dwayne, and Devon.

Wayne was a 1963 graduate of Linden McKinley in Columbus, Ohio. He enlisted in the Ohio Army National Guard and was honorably discharged in 1971 after faithfully serving for 6-years.  He was extremely proud to be a second-generation soldier and the fact that his sons, son in-law, and grandson chose to serve in uniform as well.

Wayne worked for many organizations throughout his professional career and was an excellent salesman.  He worked for F & R Lazarus in Columbus, Ohio.  In 1972 he relocated his family to Steubenville and began a career as a manager at “The Hub” until 1977.  He then worked as a salesman for T&L Wheeling until 1981 before founding Delphia Supply, Inc which he operated with his wife until 1998.  Wayne also owned and operated the Fulmer Insurance Agency selling insurance for the Mutual of Omaha. While semi-retired he and his wife owned and operated Lolli/Pops Confections traveling the Mid-West distributing lollipops to Wal-Marts. He was one to never fully retire and always found a way to follow his passion for sales and interacting with people.

Wayne was a member of Steubenville Masonic Lodge #45 of the Free & Accepted Masons to which he was initiated into on December 18, 1973.  In 1996 he served as the Worshipful Master of Steubenville #45.  He was extremely proud that his sons Otto & David, and his son in-law, Pete followed him in their Masonic journey.  He was able to mentor them in Masonry.  He was also a member of the Aladdin Shrine A.A.O.N.M.S and the Steubenville Shrine Club.  He was a very active member of the Scottish Rite – Valley of Steubenville Ancient Accepted Scottish Rite. He received the Valley Service Award (VSA) in 2015 and the Meritorious Service Aware (MSA) in 2018.  He is a 33⁰ elect and was slated to officially receive this prestigious honor in Cleveland in August of 2021. Up and until his passing, he served as the Executive Secretary for the Valley of Steubenville since 2016.

Wayne was a very much one to serve his community and he did so with passion and commitment.  He sought to serve something greater than himself.  He was actively involved in the Boy Scouts of America while his sons were involved and continued to serve the Ft. Steuben Council in many capacities for many years.  In 1987 he received the Silver Beaver Award which is a distinguished service award for those who have made an impact on the lives of youth through service given to the council.  Wayne and Judy supported their children during their many activities such as baseball, football, soccer, softball, Girl Scouts, Odyssey, etc… He was active in supporting Jefferson Union and Edison High Schools.  Wayne was very active in the American Red Cross and served on the Board of the Jefferson County Red Cross.  Over the years he was involved in many organizations such as the Chamber of Commerce, Rotary Club, Jaycees, just to name a few. He was an avid O.S.U. supporter. Wayne was a man of faith and was a very active member of Bell Chapel United Methodist Church.

Most importantly Wayne was a faithful and loving husband, a role model of a father to his children, the ornery uncle to his nieces and nephews, and the spoiling “Poppy” to his grandchildren.  He provided his mentorship and counsel to his family as they grew; had families; and began careers of their own.  He never passed an opportunity to put family first and always found a way to provide for them. 

Wayne lived life with a passion and was a lover of people and cherished interacting with them.  For this, he will be remembered for his contagious smile and huge personality.  The Fulmer family would like to extend their appreciation to the emergency responders and health care providers for the care they provided during his interaction with them.  We also extend our appreciation to the staff of Shorac Funeral Homes for how well they treated us during this difficult time.  A special “Thank You” to Wayne’s many friends and colleagues that have reached out with condolences and offers of support to Judy and the family.  In lieu of flowers the family is asking that donations be made to: Ohio Masonic Home, 2655 West National Road, Springfield, Ohio 45504 or Jefferson County Chapter of the American Red Cross.

A Celebration of Life ceremony will be held at Bell Chapel United Methodist Church on September 6, 2020 beginning at 1 p.m. Immediately following the service the family will accept fellowship until 4 p.m. The event will be an "OSU/college themed semi-casual event."
